Rare earth market update on December 23, 2025
The price trends of mainstream domestic light and heavy rare earth products showed slight divergence, with praseodymium-neodymium prices stopping the decline and rebounding, while dysprosium-terbium prices continued their downward trend. Today, praseodymium-neodymium oxide and praseodymium-neodymium metal prices increased by approximately RMB 17,000/ton and RMB 20,000/ton respectively, while terbium oxide and dysprosium oxide prices decreased by approximately RMB 40,000/ton and RMB 10,000/ton respectively.
In the light rare earth market, the previous oscillating decline in praseodymium-neodymium prices provided space for suppliers' current round of quotation increases; combined with the good development trend in rare earth downstream industries such as automobiles, robotics, and smart home appliances, this further pushed praseodymium-neodymium prices higher. In the medium and heavy rare earth market, low downstream inquiry activity and increased spot market supply led to persistent weak declines in product prices, but supported by production costs, suppliers generally adopted rational concession strategies.
On the news front, on December 19, 2025, Foreign Ministry spokesperson Guo Jiakun hosted a regular press conference. A reporter asked: China has begun issuing previously suspended rare earth export licenses. Rare earth exports were a key issue in recent consultations between Indian and Chinese foreign ministry officials.
Foreign Ministry spokesperson Guo Jiakun emphasized that items such as medium and heavy rare earths have dual-use civil-military attributes, and implementing export controls on them is an international common practice, reflecting China's consistent position of firmly safeguarding world peace and regional stability and actively participating in international non-proliferation efforts. China carries out export controls on relevant rare earth items in accordance with laws and regulations, without targeting any specific country. China is willing to strengthen dialogue and cooperation with relevant countries and regions to jointly safeguard the stability of global industrial and supply chains.
