Customs data show that from January to November 2025, China’s cumulative rare earth imports totaled 91,110.9 tons, decreased by 26.1% year-on-year, with cumulative import value of RMB 11.26 billion, increased by 9.0%; cumulative rare earth exports totaled 58,193.1 tons, increased by 11.7% year-on-year, with cumulative export value of RMB 3.21 billion, increased by 0.9%. It can be seen that from January to November this year, rare earth import volume decreased significantly year-on-year, but import value increased year-on-year, indicating that the average import price of rare earth products from January to November this year was higher than the same period last year; from January to November this year, the year-on-year increase in rare earth export volume was significantly higher than the increase in export value, indicating that the average export price of rare earth products from January to November this year was lower than the same period last year. In addition, the year-on-year increase in rare earth export volume from January to November this year also indicates that China’s rare earth export volume has not been significantly affected by policy.

At the Ministry of Commerce regular press conference on December 4, 2025, spokesperson He Yadong stated that the Chinese government carries out export controls on relevant rare earth items in accordance with laws and regulations. As far as I know, as long as they are compliant export applications for civilian uses, the Chinese government has approved them in a timely manner. At the same time, the Chinese government actively applies facilitation measures such as general licenses to promote compliant trade in dual-use items and effectively safeguard the security and stability of global industrial and supply chains.

According to the official website of CTIA GROUP LTD, from January to November 2025 the prices of most rare earth products in China increased year-on-year.
